New layer, current viewpoint and others

I prefer drawing in Paper Space, and usually there are several viewpoints. When I make a new layer in one certain viewpoint, it will show in others, which is not necessary sometimes. So what can I do?

I know there is a command "frozen in the current viewpoint", as well as "frozen in new viewpoints", but the command "frozen in the OTHER viewpoints" is not available.

Please help me.
